A clause has been amended. The amendment passed. A delegate now moves a second amendment to the same clause.
Sometimes that is a fair request. Sometimes it is an attempt to reopen a decision the house has already taken, in the hope of a different result.
An amendment to a clause that has already been amended should only be allowed in two cases.
It touches something in the clause that has not yet been discussed.
It is needed to make the clause fit changes made later in the resolution.
If neither is true, the amendment is asking the house to vote again on a question it has already decided. Do not entertain it.
The text being amended is the amended text, not the original. Once an amendment passes, the clause reads as amended, and everything after that point is debated against the new wording.
If you are unsure. Ask which words the amendment changes. If they are the same words the house has already voted on, it is a repeat. If they are different words in the same clause, it is a new question and it may be entertained.
A clause can be long. The house may have amended the deadline in it and never touched the funding mechanism in the same clause.
An amendment to the funding mechanism is a new question. It is in order.
Resolutions are amended out of order. A change made to clause 7 can leave clause 3 reading wrongly. Clause 3 may refer to something that no longer exists, or to something that is now called something else.
An amendment that repairs clause 3 so it matches clause 7 is in order, even though clause 3 has been amended before.
If the change has to be made in several places. This is the case in which one amendment may cover more than one clause and carry the whole change. See Amendment of the first degree.
The Security Council debates clause by clause. That changes when a clause can be reopened at all.
Once the Council has voted on a clause. It does not return to that clause. A delegate who needs more time has two options. They may ask for the debate time to be extended. They may ask to table the clause until the end of debate on that issue.
Both of those have to happen before the vote on the clause.

The chair handling amendments keeps the resolution text up to date as amendments pass. That is what makes this rule workable. A house that cannot see the current wording of a clause cannot tell whether an amendment repeats an earlier one.
