The motion to move to the previous question closes debate. The house then moves to a vote on whatever is pending.
What is pending depends on where the committee is. It may be the resolution being debated. It may be an amendment. It is whatever the house is currently debating and nothing else.
Delegates often say "motion to move directly into voting procedures". The correct wording is "motion to move to the previous question". Correct them. Correcting the wording is not the same as ruling the motion out of order.
The chair or a delegate.
A chair who can see that debate has run out of substance does not have to wait for a delegate to move it.
The motion cannot interrupt a speaker. It waits for a pause.
The delegate raises their placard and waits to be recognised.
The motion needs a second.
The chair asks the house whether there are any objections.
A single objection defeats the motion. Debate continues.
If there is no objection, debate closes and the house moves to a vote.
There is no vote on the motion itself.
If you are unsure. One delegate shouting "objection" does not automatically kill a motion. Listen to the motion properly first. Hear it, hear the second, then ask the house for objections.
The chair may overrule the motion if time needs filling. A committee that closes debate forty minutes early has nothing useful to do with the forty minutes.
Say so plainly. "The chair overrules the motion. There is time remaining and the house will use it."
During time in favour on an amendment. The motion does not send the house to a vote. It moves debate to time against. See Time in favour and time against.
If there is no time for the vote. The motion carries and the chair realises it will not fit. Do not start a vote you cannot finish. Plan the debate time so the vote fits inside it.
The house votes. Debate is closed, so speeches are over and points are out of order. The one exception is a point of order about the conduct of the vote itself. See Voting procedure.
